An emotional Victorian Premier sent a message to a "small ugly mob" of protesters who threatened the safety of his family as hundreds of residents continued demonstrating against vaccine mandates and the pandemic bill.

A frustrated and emotional Daniel Andrews has called out the “disgusting” and “potentially criminal” behaviour from a “small ugly mob” who threatened the safety of his family.

Thousands of protesters have been demonstrating the past several weeks against the vaccine mandate and proposed pandemic bill set out by the Andrews government.

Members of the rally were seen on social media footage and TV coverage hurling abuse at a number of ministers and health officials, including Mr Andrews.

Despite the verbal attacks and now threats against his wife Catherine and their three children, the Premier said he was focused on “keeping every single Victorian family safe” and will not be deterred by the “appalling” actions of the minority.

“There are some people who are threatening me, threatening my family. They are essentially attacking the safety of my family,” Mr Andrews said during a press conference on Wednesday.

“I’ll be really clear and hear this message. I will not be deterred from the work I am doing to keep every Victorian family safe. That’s the work I’ve been given to do. That’s the job we have to do.”

Mr Andrews said debate and disagreement was “fine” but the behaviour he witnessed in recent weeks was “awful”.

His wife of 23 years, Cath, as she's affectionately known as, thanked the "beautiful messages" from strangers to her family amid the protests and attacks on her husband.

"We have received so many beautiful messages today from all over," she wrote in a public statement on Twitter.

"We are reminded that the light shines in the darkness and the darkness will not overcome it." She finished off the post with, "As ever #IStandWithDan #GoHigh."

Opposition leader Matthew Guy said he condemned any threats of violence towards any person.

"I can’t condemn enough people who make threats upon physicality of any person – on the Premier, on any member of the media, on myself, on others. Of course I don’t and no one should," he said hours after Mr Andrews' comments.

Mr Andrews later added he was “offended” on behalf of the “majority” of his residents who have stepped up and heeded the calls to get jabbed to safely reopen the economy.

“Debate is fine, disagreement is fine that is apart of our system. What we have seen in recent days and weeks is not fine,” Mr Andrews said.

“It does not speak to the values, the views and the conduct of the vast, vast majority of Victorians.

“And I, on their behalf of them, am offended, not at the threats, but at the fact that this ugly behaviour might be taking the focus away from what we should be focused on (and) how much we have achieved by sticking together, not by being divided, not by this ugliness."

Hundreds of protesters continue to protest against the proposed pandemic bill that will give the Premier and the Health Minister power to declare a pandemic.

Crowds grew steadily on Tuesday on the steps of Parliament with protesters holding placards emblazoned with “kill the bill” and “sack Dan Andrews” as the controversial legislation heads to a vote in the state’s upper house.

The pandemic powers were passed in the lower house in late October, but the Andrews Government has come under fire for “forcing through” the legislation in Parliament this week using an “urgency” clause.

The Andrews government has been forced to make a number of changes to the pandemic bill in the hopes it will secure more support from crossbench ministers and pass in parliament this week.

Under the modified Public Health and Wellbeing Amendment (pandemic management) Bill 2021 announced on Monday, Premier Daniel Andrews will need to be satisfied on reasonable grounds that declaring a pandemic is necessary.

Public health advice will need to be released within seven days instead of 14 days after a decision is made.

The maximum fine for a person who failed to comply with a health order, knowing it could case serious health risks to other people, has been halved from $90,500 for aggravated offences.

There will also be more parliamentary oversight of pandemic orders.

The government removed a key part of the bill that would have allowed pandemic orders to be made against certain classes of Victorians.

People could have been discriminated against based on their political or religious beliefs.

But the new clause will need to show examples of how a pandemic order may differentiate between people and must be relevant to public health risk.

CROSSBENCH AMENDMENTS

1. Reduce the maximum penalty for aggravated offences from two years’ imprisonment.

2. Remove the ability for orders to apply to people based on political belief and other attributes not related to health.

3. Tighten oversight requirements of pandemic orders.

4. Properly define the word “pandemic” and bring it in line with the World Health Organisation definition.

5. Require a disease to be in Victoria before a pandemic can be declared.

6. Expand membership of the Independent Pandemic Management Advisory Committee to include an independent panel of experts working alongside the chief health officer.

7. Require that an extension to orders be made only if the disease is still considered a pandemic.

8. Limit extensions of pandemic declarations to a maximum of three months at a time, up to 12 months after the date of declaration, and then only month by month. All extensions must be approved by voting in both houses of parliament.

9. A report outlining the reasons for declaring, extending or revoking a pandemic must be produced at the time of making any such declaration.

10. Public health advice must be published within a day of any pandemic orders being made.

11. Parliament would be required to sit during a pandemic.

OPPOSITION AMENDMENTS

1. Add explicit reference to the Public Health and Wellbeing Act’s principles of evidence-based decision making pandemic declarations and orders.

2. Limit the number of extensions to pandemic declarations to one month instead of three.

3. Any extensions would be subject to a statement outlining the justification and objectives of the extension.

4. A three-fifths majority vote of both houses of parliament would be required to extend pandemic declarations.

5. Parliament would be able to repeal its approval for an extension.

6. Regular and full briefings would be required to be provided to the Leader of the Opposition and all non-government members of parliament.

7. Orders would be unable to be made on the basis of personal attributes, including political activity, sexuality, religion, age and breastfeeding status.

8. Written advice would be required to be provided in relation to the Human Rights effects of any health order.

9. Public health advice underpinning pandemic orders would be publicly released within 14 days.

10. Pandemic orders would be suspended if written public health advice was not provided within 14 days.

11. The chief health officer would be required to provide to parliament advice underpinning pandemic declarations.

12. Enhanced measures for the scrutiny, suspension and disallowance of pandemic orders.

13. A right of appeal to VCAT would be added for any person affected by a pandemic order.

14. Pandemic orders that interfered with the ordinary and full operation of the Victorian parliament would be blocked.

15-16. In what would be a two-part process, the Legislative Council would have the power to disallow pandemic orders.

17. Authorised officers would require a warrant to enter residential premises.

18. A parliamentary oversight committee, without a government majority, would oversee pandemic orders.
