NSW Premier Gladys Berejiklian says children will return to school campuses one day a week from week three of term two.
The managed return to school will start from Monday, May 11.
"And then progressively two days, and then we hope by the end of term two we'll be in a position to have students going back to school in a full-time capacity by term three," she said.
Health authorities in NSW also confirmed six new coronavirus infections, bringing the state's total number of cases to 2,969.
NSW Education Minister Sarah Mitchell said she wanted to begin with allowing students to return one day a week in term two.
"There will be flexibility and discretion on a school level as to how they implement this," she said.
"We want them to make sure they are having about a quarter of students on campus each day, but how they break that group up will be a matter for them."
Ms Mitchell urged schools to consider family groups and keeping siblings together to make the transition easier, this might include allowing students back alphabetically or by house colours.
She said "enhanced measures" would also be introduced in response to the virus outbreak which includes extra cleaning, sanitiser, forehead thermometers and extra equipment in sick bays.
In order to keep the quality of learning consistent, the NSW Government said "one unit of work" between remote students and onsite students would continue during the return to school.
It said that 95 per cent of students were working from home during the final weeks of term one, while just five per cent were working from campus.
Ms Berejiklian said parents should monitor their children for any symptoms of coronavirus and keep them at home even if they were mildly ill.
"Normally if your child has a sniffle you might advise them to put on a uniform and go to school, but at the moment it's the opposite," she said.
The Premier said the risk of COVID-19 transmission between teachers was a concern for health authorities.
"Teachers will be given a priority for testing, if you're a teacher you can be tested whenever you'd like," she said.
