Melbourne’s multi-billion dollar North East Link contract officially inked

Spark consortium has inked an $11.1 billion deal with the Andrews government to build, operate and maintain the tunnels of Melbourne’s long-awaited North East Link over the next 25 years.
The project will include a tunnel 2km longer than initially planned, which Victorian Transport Minister Jacinta Allan said would simplify the interchange’s design and preserve open space.
“This is another really good example of how, when we have the opportunity to do more after listening to the local community – whilst we’re in the local area undertaking these works – we grab those opportunities,” she said at a press conference this morning.
“The tunnel’s the missing link that fills that gap in our road network that’s been talked about for the best part of 60 years.”
The $15.8 billion project, co-funded by the Andrews and Morrison governments, is tipped to slash travel times between Melbourne’s north and south east by more than half an hour and take 15,000 trucks off the road per day.
The stretch of road will link Metropolitan Ring Road to the Eastern Freeway and include road upgrades, the creation of Melbourne’s first busway and 25 kilometres of upgraded walking and cycling paths. Greensborough Road, in Melbourne’s north east, will also be transformed into a tree-lined boulevard.
Premier Daniel Andrews said the tunnelling package would create 8000 jobs and help repair the economic damage created by the COVID-19 pandemic.
“A project the size of the North East link doesn’t come around very often. It’s been long talked about and is the largest ever investment into Melbourne’s north-east – supporting 10,000 jobs and we’re getting on with it,” he said.
No extra properties will need to be compulsorily acquired as part of the design changes.
The project is expected to be completed by 2028.
NSW records 293 local cases, two deaths

NSW has reported 293 new local cases of COVID-19 and two deaths.
This is down on the 304 new cases reported yesterday.
There were 89,678 tests in the 24 hours to 8pm last night.
A total of 381 patients are in NSW hospitals with COVID-19 and of those people 82 are in intensive care.
Of the state’s population aged 16 and over, 93.3 per cent have received their first dose of a COVID-19 vaccine and 86 per cent are fully vaccinated.
For 12- to 15-year-olds in NSW, 78.5 per cent have had one dose and 54.8 per cent are fully vaccinated.
Victoria records 1923 new cases of COVID-19, 25 deaths

Victoria’s daily coronavirus numbers are in.
The state has recorded 1923 new cases of COVID-19 and 25 deaths. Today’s tally is up from yesterday’s 1534 cases and 13 deaths.
There are now 22,189 active cases of COVID-19 across Victoria.
Today’s numbers are off the back of yesterday’s 82,648 coronavirus tests.
There are currently 746 coronavirus patients in Victorian hospitals. There are 137 people in intensive care. Of those, 85 are on a ventilator.
In terms of vaccines, 77 per cent of Victorians aged 16 and over are now fully vaccinated.
Alert for Sydney gym as Qudos vaccination hub to shut

More than two weeks after Greater Sydney pubs, retail and fitness studios opened to the fully vaccinated, NSW Health has flagged a COVID-19 outbreak has occurred at a city business.
Health officials confirmed 15 cases have been linked to City Gym at Darlinghurst, with people who were at the venue at certain times between October 18 and 25 asked to get tested and isolate until a negative result.
NSW Health said it had visited the gym and “provided advice on additional measures to reduce the risk of transmission should there be exposures in the future”.
The urgent alert comes as NSW Health waits for the go-ahead to administer booster shots of the COVID-19 vaccine, with the ministry confirming it will keep most of its mass vaccination centres operational to deliver the shots alongside GPs and other providers.
However, some of the ministry’s vaccination clinics are scheduled to close in coming weeks. The Qudos Bank Arena mass vaccination clinic at Sydney Olympic Park will shut on November 7 to allow events to resume the following month.
Voters swing against Andrews but Victorian Labor in election-winning position

Daniel Andrews remains Victorian voters’ preferred premier, but polling shows the return of Matthew Guy has halved the gap between the leaders of the state’s two major parties.
Labor is still on course to retain power in Victoria next year despite voters drifting away from the state government. A survey by Resolve Political Monitor conducted for this masthead shows Labor’s primary vote has fallen from 43 to 38 per cent since the last state election.
With a little over 12 months until Victoria is due to vote on November 26 next year, the polling shows Labor would lose a handful of seats but still win a third successive term in government.
In August, 50 per cent of voters preferred Mr Andrews as premier, compared with 24 per cent who believed then-Liberal leader Michael O’Brien would do a better job.
Since then, support for Mr Andrews has slipped 5 points to 45 per cent while Mr Guy has recorded an 8 percentage point increase on Mr O’Brien’s position. Remaining voters were undecided.

Australia Post releases Christmas delivery deadlines

Australia Post says people should send this year’s Christmas cards and gifts before the middle of December if using regular mail.
But for those in some locations such as Perth, Darwin and regional areas, the advice is to spread the holiday cheer even earlier to avoid any delays due to COVID-19.
Last year, Australia’s postal service processed a record 52 million parcels due, in part, to lingering coronavirus restrictions and concerns. Australia Post says it’s expecting another record this time around.
The company’s executive general manager, Gary Star, told ABC News Breakfast that people should check the Australia Post website before sending a Christmas gift.
“For parcel post for most destinations around the country, [the expected deadline] is December 13,” he said.
“For Express Post, it’s December 20. Locations like Perth and Darwin and outside metro areas is a little earlier, so I’d ask everyone to check the Australia Post website. And certainly for international sending, some of the dates are even earlier.”
New tier-1 exposure sites identified in Victoria

In case you missed it, two more venues in regional Victoria have been added to the state’s growing list of tier-1 exposure sites as the number of infections outside the metropolitan area continues to grow.
Health authorities are particularly concerned about an outbreak in Albury-Wodonga, where hundreds have tested positive for the virus. However, there are also cases in areas including Gippsland and the Bellarine Peninsula.
The new sites include:
- Snap Fitness 24/7 at 106-118 Argyle Street in Traralgon, east of Melbourne, between 7pm and 9.30pm on October 21; and
- The Queenscliff Visitor Information Centre at 18 Hesse Street in Queenscliff, near Geelong, between 12.50pm and 5.30pm on October 20.
Anyone who has been to the locations listed above at the specified times needs to get tested immediately and quarantine for seven days from the possible date of exposure if they are fully vaccinated.
Those who aren’t fully immunised need to quarantine for 14 days.

International travel advice has changed ahead of Australia’s border reopening

To travel now, and the federal government’s official travel advice website, Smartraveller, has removed its blanket “do not travel” warnings ahead of regular international flights resuming to and from some parts of Australia next month.
As we reported yesterday, Health Minister Greg Hunt has signed-off on orders that allow Australians to travel overseas without a government exemption from November 1.
Sydney and Melbourne will be the first cities to receive and farewell regular international travellers, with others set to follow suit when their respective states or territories hit key vaccination milestones.
As a result, Smartraveller has updated its travel advice levels for 177 destinations, based on the latest risk assessments regarding COVID-19 (as well as other factors).
“At this stage, no destination will be set lower than level two ‘exercise a high degree of caution’ due to the ongoing impact of COVID-19,” the government website reads.
“We’ll continue to advise ‘do not travel’ for some destinations if there are extreme security and safety risks.”
