The dramatic moment a West Australian man was arrested for allegedly abducting four-year-old girl Cleo Smith has been caught on camera.
Terence Darrell Kelly was arrested late on Tuesday night, about an hour before detectives found Cleo locked inside a Carnarvon home.
CCTV and dashcam on a taxi, as seen in the video above, caught the moment the 36-year-old was pulled over by officers while driving, pinned to the ground and arrested.
Kelly was arrested on Robinson Street at about 11.24pm, just 4km from the house Cleo was discovered in.
“The cops were chasing that car initially and they were all surrounding that car on the side of the curb and we saw one of the detectives on top of the guy, pinning him down,” a witness told 7NEWS of the arrest.
7NEWS understands Kelly was not alone when he was cornered and had female relatives inside the car with him at the time.
He told police he didn’t know what they were talking about when asked about Cleo.
Cleo rescued
Detectives swooped in on Kelly after he was identified as a suspect in the case on Tuesday night.
About an hour after he was arrested, Cleo was rescued, 18 days after she was allegedly taken from her family’s tent at the Blowholes campsite near Carnarvon.
Detectives said she was found “alive and well” inside a locked house, located just minutes from her family home.

“My name is Cleo,” she said when asked for her name.
The four-year-old was reunited with her parents and her little sister Isla shortly after the rescue.
She was pictured clutching a pink balloon in her mother Ellie’s arms on Thursday.
Homicide detective Cameron Blaine, who was among Cleo’s rescuers said she appeared to be holding up well.
“I can only see her from the outside. But from that point of view, I’m amazed that she seems to be so well-adjusted and happy,” he said on Thursday.
“It was really heartwarming to see that she’s still bubbly and she’s laughing.
“She’s falling asleep in her mother’s arms. There was one occasion where she asked if she could lay next to mum and have Ellie look at her while she fell asleep.
“It’s really good to see that she’s adjusted, she’s getting some sleep, she’s playing in the backyard exactly how you would expect.”
Accused in court
Kelly was charged with forcibly taking a child under 16.
Police have confirmed he was taken to hospital twice following his arrest after self-harming while in custody.
He appeared before a magistrate in Carnarvon on Thursday and did not enter a plea.
Police have confirmed he is not connected to Cleo’s family and was not on the list of known sex offenders in the area.
He is alleged to have acted alone.
The matter will return to court next month.
