California continues to reopen as US approaches 100,000 deaths
California, the most populous US state, has taken another step toward ending sweeping lockdowns imposed to contain the coronavirus pandemic, allowing barber shops and hair salons in most counties to operate for the first time in more than two months.
Governor Gavin Newsom lifted orders that banned church services and in-store retail shopping, although with restrictions in place to prevent further outbreaks of COVID-19.
"[California] is flattening the curve. Expanding testing. And carefully re-opening businesses," Newsom said on Twitter. "But we MUST continue to take this seriously."
Although 47 of California's 53 counties have qualified to reopen barber shops and hair salons under the complex formula established by Newsom and health officials, they will remain closed in two of its largest and best-known cities: Los Angeles and San Francisco.
Meanwhile stocks surged on Wall Street to their highest levels since the business shutdowns took hold over two months ago, climbing on optimism about the reopening economy even as the nation's official death toll from the coronavirus closed in on 100,000.
New York Governor Andrew Cuomo, who has presided over the state with the highest death toll from the scourge, rang the bell to set off trading at the NYSE.
In hard-hit New York, Cuomo reported a one-day total Tuesday of 73 deaths, the lowest figure in months, and down from a peak of nearly 800.
"In this absurd new reality, that is good news," he said.
