Victoria records more than 1500 new COVID cases on Tuesday as vaccination rates surge ahead - 7NEWS

Victoria has recorded another day with hundreds of new COVID cases as vaccination rates across the state continue to surge ahead.

On Tuesday, the health department confirmed there had been 1510 cases in the 24 hours until midnight.

There were also four COVID-related deaths.

There are 817 people in Victorians hospitals with COVID-19 and of those, 147 are in intensive care and 88 are on a ventilator.

While the hospitalisation figure is slightly higher than Monday, the number of people in ICU is five less.

A huge 91.4 per cent of Victorians have had their first vaccination dose and the state is now at 74.7 per cent of double dose coverage.

There were 1461 cases recorded on Monday, 1935 on Sunday, 1750 on Saturday and 2189 on Friday.

New freedoms revealed

On Sunday, Premier Daniel Andrews announced major changes to Victoria’s roadmap when the state reaches its 80 per cent vaccination milestone, which will be sometime this weekend.

This means from 6pm on Friday, restrictions can ease earlier than first planned.

The rules in metropolitan Melbourne and regional Victoria will align and there will no longer be a travel ban between the two areas.

From Friday night, masks will no longer be required outdoors and students from every year level will return to full time face-to-face learning on November 1.

All retail will be open and pubs, restaurants and cafe can have up to 500 fully vaccinated patrons outside and a density limit of one person per four square metres inside.

Up to 30 people can gather outside, which is an increase of 15 and home gatherings remain capped at ten.

Weddings, funerals and religious services return to the four square metre density limit indoors for fully vaccinated patrons and 500 outdoors.

New Victorian government powers

The Victorian government is set to introduce new laws to parliament that would allow the health minister to make public health orders for the COVID-19 pandemic.

Several MPs have confirmed to AAP the Public Health and Wellbeing (Pandemic Management) Bill 2021 will be introduced to the lower house when parliament resumes on Tuesday.

The bill is expected to permanently replace the current state of emergency, which has been in place for more than 18 months and expires on December 15.

“The bill establishes several mechanisms designed to improve the transparency of pandemic decision-making and accountability of decision-makers to parliament and the community,” a summary of the bill reads.

According to the summary, sent to MPs on Monday night, the bill will provide the health minister with “broad powers to make pandemic orders” on the advice of the chief health officer.

Currently, only Chief Health Officer Brett Sutton can issue such orders.
