NSW Health Minister Brad Hazzard has signed off on an amendment to the state’s COVID-19 rules ahead of a further relaxation of restrictions for the fully vaccinated on Monday.

“The object of this order is to amend the Public Health (COVID-19 General) Order 2021 to give effect to the road map for easing certain restrictions from 8 November 2021,” the amendment, signed this afternoon, states.

From Monday in NSW, there will be no limit to the number of visitors allowed in a home and no cap on bookings for hospitality.

Patron limits will also be scrapped for major recreation and entertainment facilities, subject to density limits or 100 per cent of fixed seat capacity.

The density limit for indoor and outdoor areas, including non-critical retail and restaurants, will shift to one person per two square metres.

Outdoor public gatherings and recreation must have a COVID-19 Safety Plan if there are more than 1000 attendees.

Singing and dancing will be permitted both indoors and outdoors, allowing nightclubs to return to normal operation, while sex-on-premises venues can reopen.

Amusement centres and play centres will also swing open their doors and indoor pools can open for all purposes.

However, music festivals remain prohibited and masks will still be mandatory in indoor settings, except for office buildings.

The changes were brought forward from December 1, while those who are not vaccinated will have to wait until the state reaches 95 per cent full vaccination for its 16 and over population or until December 15, whichever is first.

NSW is on track to reach the 90 per cent full vaccination target on the weekend.

Border rules also eased with Victoria at 11.59pm on Thursday, as all remaining “orange zones” in NSW were declared “green zones”, meaning no testing or quarantine requirement upon arrival in Victoria. A permit is still needed.

However, any Victorian aged 16 and over who is not vaccinated cannot enter NSW for a holiday or recreation.

NSW Health said the maximum penalty for non-compliance with public health order directions for interstate travellers is $11,000 and/or imprisonment for six months, and a further 50 penalty units ($5500) for each day the offence continues.

Individuals can also be handed $1000 on-the-spot fines.

The parents of four-year-old Cleo Smith have released a family statement via WA Police on Friday afternoon.

Mother Ellie Smith and step-father Jake Gliddon asked the media to respect their privacy as they try to get on with their lives. Cleo was rescued by police on Wednesday from a house in the coastal town of Carnarvon.

A 36-year-old-man, Terence Darrell Kelly, has been charged over her abduction. He has yet to enter a plea.

“We would like to take this opportunity to thank all those involved in the rescue of our daughter Cleo Smith,” they said.

“In particular, we would like to thank WA Police, all those involved in the initial search, the Carnarvon community, local businesses and of course our family and friends.

“We are humbled by the love and support that we have received from not only our local community but the whole of Western Australia and across the country.

“We are so thankful that our little girl is back within our arms and our family is whole again. As we try to get on with our lives, we ask that you respect our privacy.”

School students, hospital workers, aged care staff and childcare educators are likely to face regular rapid coronavirus screening under a plan leaders are considering to prevent outbreaks in high-risk settings and keep the nation open.

National cabinet on Friday tasked the federal Health Department and the country’s chief medical officers with designing a national guide on where and how often rapid antigen tests should be used and what to do with positive results.

State and territory leaders also agreed to changes to quarantine arrangements for contacts of COVID-19 cases, including different rules depending on vaccination status.

Under the plan, jurisdictions could decide that fully vaccinated close contacts did not need to quarantine, or might only have to isolate for up to seven days. Casual contacts would only be required to test and isolate if they were experiencing symptoms, although they would have to avoid high-risk settings. But people who were not yet fully vaccinated would still have to quarantine for 14 days if they were close contacts.

Some states have already changed quarantine arrangements for vaccinated people. In NSW, vaccinated close contacts have to quarantine for only one week and casual contacts only have to isolate until they have had a negative test result.

So far, 89 per cent of Australia’s eligible population aged 16 and up have had one COVID-19 vaccine dose and the country will have passed the 80 per cent fully vaccinated mark on Friday. But vaccination rates in some states and territories, and in Aboriginal and Torres Strait Islander communities, lag behind.

The Victorian government is doling out more than 200 generators to families and businesses devastated by recent storms.

Wild winds and rain wreaked havoc across the state late last week, and hundreds are still without power.

In a statement this evening, the government said the eight-kilowatt generators would be distributed to those most in need in storm-affected areas, with priority given to people expected to stay without power into the weekend and next week.

The generators would give people enough energy to power basics like some lights, a microwave and a small heater.

The statement said residents who had been without power since last Friday would be contacted by AusNet Services and United Energy today, and asked to provide their contact details to apply for a generator.

The scheme is similar to the government’s response to major power outages after storms in June.

Minister for Energy Lily D’Ambrosio said it would allow people to return to a sense of normality.

“The outages have had, and continue to have, a big impact – that’s why we’re providing further financial support for those affected.

“Eligible people who receive the generators will also still be able to receive additional support, such as the prolonged power outage payment of nearly $1700 a week.

The High Court has paved the way for women who were injured by defective pelvic mesh implants to make compensation claims against Johnson & Johnson, after it rejected an application from the pharmaceutical giant for special leave to appeal against a Full Federal Court ruling.

It was the second attempt by the company to overturn a 2019 ruling of Federal Court Justice Anna Katzmann, who found Johnson & Johnson and its related companies engaged in misleading conduct and the risks of the devices were “known, and not insignificant”.

The Full Federal Court rejected a challenge to Justice Katzmann’s decision in March this year.

It is estimated that more than 11,000 Australian women have been injured by pelvic mesh implants, which were used to treat stress urinary incontinence or uterus prolapse after childbirth.

Sydney’s inner west light rail will be decommissioned for up to 18 months due to the severity of cracks found in all 12 tram sets that operate on the line from the city centre to Dulwich Hill.

It is a dramatic escalation since three days ago, when senior Transport bureaucrats estimated that trams on the light rail line would be suspended for at least a month.

Transport Minister Rob Stokes said he was advised by transport officials in a briefing on Friday afternoon that the inner west light rail fleet would now be decommissioned for up to 18 months while the flaws identified in the wheel arches of the trams were rectified.

“I want to stress this is the worst-case scenario,” he told reporters.

“It’s my expectation that we rectify these issues much sooner than that, but I did feel it was appropriate to let the public know as soon as I have been advised that the worst-case scenario is 18 months to get these light rail vehicles rectified and back on the tracks.”

Ambulance Victoria says it has doubled the capacity of its triple zero call triage service, which is aimed at freeing up ambulances for the sickest patients by directing people who don’t need emergency care elsewhere.

Between July and September this year, paramedics were called to nearly 80,500 life-threatening emergencies.

Of those, they responded to 73.5 within 15 minutes - an improvement of 0.4 seconds on the previous quarter.

Ambulance Victoria said its average response to life-threatening emergencies between July and September was 13 minutes and 29 seconds, which was an improvement of five seconds on the previous quarter.

The emergency service pointed out that more than 35,000 callers to triple zero in the three-month period did not need an emergency response, and they were instead connected with paramedics and nurses in its secondary triage service.

“We’ve expanded our secondary triage service with an additional 97 paramedics and [57] nurses – effectively doubling the size of the referral service for less-urgent triple zero calls,” Ambulance Victoria chief executive Professor Tony Walker said.

“This vital service frees up ambulances for the sickest patients by connecting patients who do not need an emergency ambulance with alternative care.”

Ambulance Victoria has also rolled out a medium acuity transport service, which responds to less-urgent patients to free up ambulances.

Showbiz icon Bert Newton will be farewelled at a state funeral next Friday, November 12, at St Patrick’s Cathedral in East Melbourne.

The service starts at 10am and doors open at 8.45. It is expected to run for 90 minutes.

“A fixture of Australian television, Bert brought his wit and energy into our homes over many decades. He was an entertainer in every sense of the word and this send-off will honour his legacy,” the Victorian government said in a statement on Friday.

“Family, friends and colleagues will be able to attend the State Funeral Service to celebrate Bert’s life and reflect on his contribution to the entertainment industry, numerous charities and the state of Victoria.”

Newton died on October 30 while undergoing palliative care at a private clinic in Melbourne.

He is survived by his wife Patti, children Matthew and Lauren and grandchildren Sam, Eva, Lola, Monty, Perla and Alby.

The man accused of abducting four-year-old Cleo Smith was flown out of the coastal town of Carnarvon in Western Australia shortly after 11.20am, local time.

Wearing a white long-sleeved shirt and dark shorts, 36-year-old Terence Darrell Kelly was escorted onto the tarmac on a guarded flight to Perth.

A police vehicle transferred Mr Kelly from the Carnarvon Police Station where has been held since the early hours of Wednesday morning, when officers rescued the missing four-year-old from a house in Carnarvon. He was not in the house when Cleo was found.

Four special operations group officers from the Department of Corrective Services accompanied Mr Kelly on the transfer to a maximum security facility in Perth.

Mr Kelly has been charged after allegedly abducting Cleo and is due to appear in court again on December 6 via video link.

His case was adjourned for legal advice and he has yet to enter a plea.
