"This case is in addition to the positive COVID case who passed through the Goondiwindi BP Truckstop," he said.
"The community can be assured that Darling Downs Health is working to identify and notify any close contacts as well as exposure sites as they become available.
"... I understand Darling Downs Health is investigating the potential for community transmission and that some of the close contacts from this confirmed case are already in isolation."
Earlier in the day, Queensland Health said an interstate truck driver tested positive to COVID-19.
The driver was infectious in the Queensland community for one day — October 31 — and had since left the state, the department said.
Cr Springborg said the situation was likely to evolve "rapidly" in the coming days, urging residents to be on the lookout for potential border restrictions due to the four positive cases recorded in Moree Plains Shire Council on the NSW side of the border.
Council staff had been asked to limit their interactions with each other, the mayor said, encouraging other residents to do the same.
"As a border community, this is the very situation for which we have been so steadfastly preparing," Cr Springborg said.
"We can take comfort in the fact that the Goondiwindi Region has the highest vaccination rate in the state. At 81.5 per cent fully vaccinated [as of 31 October 2021], our community has done all it can do to prepare and I am confident that this will serve us well.
"The great irony is that we may never fully realise the success of our region's vaccination rate, as we will only ever know the number of positive cases and not how many were prevented."
The exposure sites listed on the Queensland government website across October 31 and November 1 include the Goondiwindi BP truck stop, Coles and Kmart.
