Mr Andrews was asked when city office workers will be going back to work as businesses in the CBD suffer from a lack of customers.
Mr Andrew said allowing people to return to the office is "a big challenge for us to get that right".
"I can't today give you a date," he said.
"Hopefully we'll be able to provide some further updates and hopefully a sense of a timeline when we make other announcements on November 22.
"We're well on track to make all of those changes we foreshadowed .. and hopefully talk about the rest of November and what that COVID normal Christmas looks like.
"And if we can with any certainty speak about some of the settings as we move into 2021, we will."
He said any decisions will be made on the best data rather than assumptions. And he explained the changes in the restrictions were spaced out in two week blocks because that's the lifecycle of the virus.
"Even 13 days of zeros is not a vaccine," he said.
"We need to make sure we take the steps, yes, but do it in a safe and steady way."
