Prior to winning the 2018 election, the Andrews government vowed to build a new electrified train line from Melbourne to Melton and Wyndham Vale as part of the "Western Rail Plan".
It was previously said the Western Rail Plan would lead to the current train lines in Melton and Wyndham Vale, which are shared with diesel-powered V-Line trains from Geelong and Ballarat, being duplicated and electrified.
The duplication was planned to create more capacity for faster and more frequent regional and suburban trains.
Plans obtained by The Age, which were created in February, show no new lines will be built under the Western Rail Plan, with metropolitan trains to continue operating on the existing track also used by regional trains.
The plans indicate part of the existing lines will be electrified.
When asked about the plans outside parliament this morning, Deputy Premier Jacinta Allan said, "Those documents that are referred to are internal working documents and do not reflect any government decision."
"Our hardworking transport officials are always looking at ways to make improvements for Victoria's rail network," she told reporters.
