The ABC's election analyst Antony Green says ACT Labor will be returned to government with the support of the Greens.
With two-thirds of the voted counted, Labor has 38.5 per cent of the vote to 33.6 per cent of the vote going to the Canberra Liberals.
Antony Green has predicted Labor will win 11 seats, the Liberals eight and the Greens two, with another four seats yet to be called.
He said the only way the Canberra Liberals could win enough seats to claim government is if paper vote results are significantly different.
