Victorian Chief Health Officer Brett Sutton says he trusts the state's contact tracing system, but estimates about a third of coronavirus cases are not being identified on any given day.

New infection on ship off Newcastle, NSW

Since yesterday NSW health authorities have also found a new infection on board a ship that travelled from Brisbane to Newcastle with international mariners onboard.

NSW Chief Health Officer Kerry Chant said 14 crew members were swabbed yesterday and one tested positive for COVID-19.

"It was initially thought that that test result was reflecting an old infection but further testing has had to be underway because the test results are still inconclusive," she said.

Dr Chant said the boat did not pose a risk to the community and would remain docked in Newcastle while further testing was completed.

Premier Daniel Andrews 'doesn't accept' criticism his subversion of cabinet process is to blame for hotel quarantine bungle

"Ultimately that will be a matter for the board to report on," he said.

"In just a few weeks' time there'll be a report."

He said he would not "run a commentary" on Health Department secretary Kim Peake's involvement.

"My judgement is there will be findings and there will be advice," he said.

"We won't hesitate to take up the findings and any recommendations that are made to make sure that changes are made so that we can't have this sort of thing happen again."

But he said he had confidence in Ms Peake.

Mr Andrews also said when asked about former Health Minister Jenny Mikakos that he was "not interested in getting into a debate with anybody".

He said he hasn't spoken to Ms Mikakos since she resigned because he had many other things to focus on.

Budget's tax cuts pass Parliament days after being announced

Tens of billions of dollars in business and personal income tax cuts have passed the Parliament, mere days after being announced in the Federal Budget on Tuesday.

The changes bring forward planned income tax cuts for millions of Australians and backdate them to July of this year, and allow businesses that make new investments to write off their entire cost in one year.

Treasurer Josh Frydenberg has said the Australian Tax Office will work to release new Pay As You Go tables as quickly as possible, meaning the income tax cuts will be in workers' pockets within weeks.

Queensland achieves 28 days without coronavirus community transmission

Queensland will delay its decision on whether to reopen the state's border to New South Wales until the end of the month as authorities closely monitor contact tracing efforts.

Speaking in Brisbane, Health Minister Steven Miles said it was "disappointing" to hear the New South Wales Government had "effectively given up on the goal of 28 days of no unlinked transmission".

Masks cut spread risk by up to 80 per cent but still Dr Sutton sees people not wearing them

 
He said people think they can't catch it off their mate or family member.

Dr Sutton also said he trusts the contact tracing system.

"I accept that there will always be gaps and things that we need to tighten up, things that we need to review," he said.

"It's hard to know how many cases are out there that you're not identifying.

"But we do know when we have got an increased testing volume, so instead of 9,000 we've got 16 or 20,000, that more confirmed cases are identified so that to me, tells me that there's probably 30 per cent, or thereabouts, that we're not finding on any one day.

"And it probably becomes a smaller number on a day when we've got great testing.

"I don't think it's a huge number."

The risk of infection in Kilmore is low in outdoor queues, Dr Sutton says

He also said drive-through testing was not always practical.

After being questioned about the involvement of Goulbourn Valley Health and Kilmore people getting two calls about testing, Dr Sutton said he'd "rather that inconvenience than missing out any single individual in Kilmore".

He thinks the new case in Kilmore was a "casual contact of the café, a direct casual contact of the cafe, so someone who went in for a short period of time".

"This is why you do very broad testing."

Dr Sutton said it was up to each business to make the decision to close, with some in Kilmore closing as a precaution.

"Each to their own," he said.

"I think the risk to them is very low."

"All of the staff are being tested across that entire health facility and all of those that are close contacts are being asked to quarantine at home now," Dr Sutton said.

"We will get on top of it. "

New Zealand reports two new cases

Both are in managed isolation.

There are no new cases in the community.

Both cases being reported today arrived from India on September 26.

The people returned a positive test result from their routine test around day 12.

They have both now been transferred to the Auckland quarantine facility.

NZ's total number of confirmed cases of COVID-19 is 1,510 and there are now 41 active cases — all imported cases.

There are no active community cases of COVID-19.

One person remains in hospital with COVID-19 today.

Yesterday 5,597 tests were processed.

Queensland CHO says she needs to 'wait a bit longer' before deciding on NSW borders

Dr Jeannette Young says authorities "need to wait a bit longer" before deciding whether there is a need to change November's planned border re-opening to New South Wales.

She said NSW had "extremely good" contact tracing capability and authorities would continue to monitor the situation south of the border.

The Queensland government has demanded NSW record 28 days of no unknown community transmission before the border would reopen.

"We use that 28 days of no unlinked community cases to assist us in determining whether it's safe – at that point in time at the end of the month– to open to another state and that has stood us very, very well in Queensland," she said.

"They do have a concern which they're well aware of and well on top of at the Liverpool hospital and also at a private clinic."

Dr Sutton was asked about the Kilmore mum who received conflicting advice

"We are going to a more precautionary approach with that next ring of isolation for contacts of contacts. There are some elements to work through between the advice that's given centrally and regionally. We'll take those lessons. We'll hear that feedback.

"There will be changes over time.

"I do apologise if there's been confusion but we're committed to making it right and we do want to take that additional precautionary approach now that numbers are so low and now that we're out of stage 4.

"Now that there's greater movement, in regional Victoria especially, we need to have that really strict advice."
 

Dr Sutton said the Government would "work through the messaging".

"It's a changing field and we need to keep up with that changing advice."

He said health workers were trying to protect those other household contacts who can be infected prior to original close contact getting positive test.

Dr Sutton said the Government was "throwing absolutely everything" at new outbreaks.

He said there had been a "plateauing" over the past few days which was frustrating but numbers would still come down.

Dr Sutton said the way we manage small outbreaks will be "more comprehensive than ever before".

1.2 million more fitted, reusable, cloth masks have been ordered by Vic Government

Premier Daniel Andrews said six local companies would produce the masks.

Since July the Government has distributed 3.6million single-use masks and 2.1 million reusable masks.

From Sunday, everyone has to wear a fitted face mask when they leave their home, no matter where they live.

No mask shields, bandanas, etc.

Mr Andrews said the importance of wearing masks is "evident".

Nine of the new cases are in metropolitan Melbourne

One has been confirmed in regional Victoria and that is located in Kilmore, Mitchell Shire.

One is being investigated — that's the suspected false positive from Mildura. It hasn't been "closed out" one way or the other yet, said Mr Andrews.

There are five active cases in regional communities.

There are no active cases in disability facilities, but still 45 in aged care.

Premier Daniel Andrews said 195 active cases were recorded today.

Of the 11 new cases, six are linked to new outbreaks, five are under investigation and one is reclassified.

Seventeen Victorian are in hospital, there is one person in ICU.

There have been 2.811million test results received so far, there were 15, 585 reported yesterday

Mr Andrews said that was a "very strong number".

Nineteen health workers are still fighting the virus.

Five new cases in NSW today

The Premier said they are linked to existing clusters.

There were also  five cases in hotel quarantine.

"In relation to the cases of community transmission, four were linked to that new cluster around the private clinic and one, Health believes is an old case linked to Liverpool Hospital," Ms Berejiklian said.

"It is believed the infection was acquired back in August and so that person is no longer infectious, yet the disease was picked up in them."
