Donald Trump's given all clear for town hall event by Fauci

NBC News has agreed to put President Donald Trump before voters in a town hall event after the President submitted to an independent coronavirus test with the results reviewed by Dr Anthony Fauci.

The announcement sets up duelling town halls with Democratic opponent Joe Biden on a night the two candidates were supposed to meet for their second debate.

Mr Biden is appearing on a similar town hall event in Philadelphia, televised by ABC America.

NBC said Mr Trump would be at least 3.6 metres from moderator Savannah Guthrie and the audience.

Government accused of prescribing wrong remedy for COVID-19 mental health crisis

The Federal Government is facing accusations it has prescribed the wrong remedy to fix a soaring demand for mental health services during the coronavirus pandemic.

One of the big-ticket items revealed in the Federal Budget was a $100 million commitment to double the cap on Medicare-subsidised psychological sessions each year to 20.

But it has since been revealed that 1.11 million mental health treatment plans were accessed between January to September this year, only a little more than the 1.08 million used in the same period last year.

   

That is despite a rise in self-harm presentations to emergency departments during the pandemic and huge increases in calls to support lines like Beyond Blue and Lifeline.

Just six new cases in Victoria, no deaths

Victoria has recorded six new coronavirus cases in the past 24 hours.

There have been no new deaths overnight, keeping the state's death toll at 816.

Melbourne's 14-day average has fallen to 8.9 but the number of cases with an unknown source has risen to 15, up from 14 yesterday.

Regional Victoria's average remains at 0.6 as health teams continue to grapple with an outbreak in Shepparton, in the state's north.

France announces nightly curfews as WHO warns of rising COVID-19 deaths

The World Health Organisation says it expects a rise in deaths from COVID-19 amid new waves of infection across much of Europe, as some EU leaders announce measures to contain the spread.

With new cases hitting about 100,000 daily, Europe has overtaken the United States, where more than 51,000 COVID-19 infections are reported on average every day.

In France, President Emmanuel Macron said a nightly curfew would be imposed from Saturday on almost one third of the country's 67 million people.

The curfew, from 9:00pm to 6:00am, was announced shortly after the Government declared a new public health state of emergency.

The President said curfews would be imposed for at least four weeks in the greater Paris region, Marseille, Toulouse, Montpellier and five other cities.

Police issue statement on Premier's office vandalism

Here's Victoria Police on the graffiti on Daniel Andrews's electorate office:

"Police are investigating a criminal damage incident that occurred in Noble Park overnight (October 15).

"Investigators were told an office building on Browtop Road was graffitied and damaged by an unidentified person.

"An investigation in underway and police urge any witnesses or anyone with information to contact Crime Stoppers on 1800 333 000 or submit a confidential report online."

There has been virtually no mention of the contact tracing app with recent outbreaks. Is this still being used?

Correct, there has been a decreasing amount of references made about the app by authorities.

As a Victorian it is so easy to get frustrated with people like the cleaner in Frankston, however listening to Rafael Epstein's segment on radio yesterday, talking about the difficulties health authorities and police had in determining who even lives in that household, and the fact that there might be 8 people in a small apartment, it would be great to get more content about recent arrivals to Australia, the conditions in which they live, and the difficulties they have accessing information, mistrust of authorities, etc. I don't know that those of us born here into white, middle-class families can really understand, but I think we should try.

Could Victoria's CHO use mobile phone GPS data for contact tracing?

The spotlight has been thrown back onto Victoria's contact tracing process this week after it was revealed the a man who unwittingly sparked a coronavirus outbreak in Kilmore also visited Shepparton but did not initially tell authorities.

It prompted an acknowledgement from Chief Health Officer Brett Sutton that Victorian authorities might need to do more to interrogate the facts behind evidence given by people in contact tracing interviews.

Under Victoria's state of emergency, the Chief Health Officer has extraordinary powers which can be invoked in the name of protecting public health.

Professor Sutton was asked on Wednesday whether this could include checking licence plate records with police or accessing mobile phone GPS data.

"I can share information with relevant agencies for the purpose of determining public health risk," he said.

"I can request almost anything for the purpose of determining public health risk."

People queue for hours for COVID-19 testing at Shepparton, some turned away

Victorian health officials have been overwhelmed by the demand for coronavirus testing in Shepparton, in northern Victoria, where three cases of COVID-19 have been identified.

Jeroen Weimar, the commander of COVID-19 testing in the Department of Health and Human Services, apologised to residents who were turned away yesterday.

Some of them had been queuing for hours in hot, sunny conditions.

He said there would be more capacity for testing today, with another drive-through site being set up at the Shepparton Sports Precinct.

"I'd love to thank everybody who came forward in Shepparton to get tested," he told ABC Radio Melbourne.

"My huge thanks, and I know it was a long wait in the sun, and for others, they may not be able to get tested today.

"I do apologise. We're working as fast as we can."
