A huge rallying call from the Premier, who lauds Victoria's efforts in getting cases down, saying the strategy is working.

"Because of the work that Victorians have done, the fact that Victorians have done, the fact that we as a community families, communities, sectors of economy, city and country, large cities and founds to the smallest of towns, because we as a state have been as stubborn as this virus in our resolve to defeat it, we are well placed to take significant steps on Sunday.

"It will not be everything that everyone wants. Because it's not safe to take all of those steps that were outlined in stage three. But on Sunday, I very much look forward to giving people a sense of what the coming weeks look like and it is fair to say that if these numbers continue then we are very well placed to be broadly in alignment with our foreshadowed stage three. We have to wait and see this though. This is where it gets very difficult.

"Because this thing will test our resolve right up until the last minute and, indeed, well beyond those decisions. These will test our resolve every single day in every community until we get a vaccine. I think we're equal to that test. I think that we've drawn on reserves of courage and community that are so impressive.

"We'll make some significant announcements on Sunday. I can't give you an insight into those today. We haven't made those decisions yet. We'll still be looking at them with the most contemporary data, the latest picture, if you like, right into Saturday evening.

"But on Sunday, I hope to be able to speak about what the week after and the week after that looks like and, indeed beyond that. To continue to update all Victorians on what rules will be in place, what behaviours need to be maintained, what behaviours pose the greatest risk to driving further infections.

"We've come such a long way. The most impressive thing is that there is a determination in the Victorian community to not fritter away all the great gains we've made. There is a genuine determination to see this thing off. To get the job done and to get it done properly. So then we can turn, having dealt with a health challenge we can turn in an unprecedented ways to the 
economic repair, but more than just repair, this is about making sure that our economy, workers, families, businesses, are stronger than they've ever been.

"That won't be a week or month's work of work. That's a long-term project. Again, we're equal to that task as well. We've done this in the right way. We've done this in the right way. We haven't listened to the loudest voices. We haven't lost our nerve. We as a community are staying the course. And that's how you go from 725 cases to 2 cases."
