Victorians will be 'nervous' about restrictions being eased: Dr Swan

                

                   

Dr Norman Swan, presenter of Radio National's Health Report and the Coronacast podcast, said that people could be nervous about restrictions easing, although things wont go straight back to normal.

                    

"Lots of Victorians will be quite nervous about this. Particularly in Metropolitan Melbourne and Mitchell Shire, because I think that a lot of people were thinking that they were doing all of this to get to zero spread. And I suspect that restrictions will be lifted before zero spread," Dr Swan said.

             

Dr Swan added that the border situation and restrictions on travel, but that could be simplified by a traffic light system.

                

"It is complicated by the National Cabinet's proposal to classify hotspots for the purposes of borders and restrictions," Dr Swan said.

             

"This could be simple with a traffic light system. For example, Denmark and some other countries where green you're good to go. So Tasmania is green, South Australia is green, west Australia is green.

                

"I think going back to defining a hotspot - I think Melbourne's experience is that it doesn't get you very far.

             

"I suspect that the metric is going to have to be - how well is a state managing coronavirus overall? For example, can you accept under 10 cases per day, for example?

                 

"I think what Denmark does is that they have a proportion per 100,000 of population, which gets complex, given that New South Wales and Victoria are roughly the same size.

             

"You could say under 10 cases a day, where you know where every case is coming from - where there's no unknown community spread.

                 

"Are you prepared to only accept one unknown case that you're tracking down so that you're really on top of this? And then if you go above this, that's when things might clamp down again. So there's lots of incentive there. But it's going to be very difficult to get agreement."
