Victorian Premier Daniel Andrews held his daily coronavirus briefing today to provide updates on the spread of COVID-19 in the state.
Here are the main points he made:
Victoria has recorded 466 new cases and 12 deaths
Mr Andrews announced that 466 new cases had been recorded in the state since Friday's coronavirus update.
He said 12 people had died due to the virus in the past day, bringing the Victorian death toll from the pandemic to 193.
Victoria has now cumulatively confirmed 14,283 cases.
The total number of active cases is 7,808.
One of the deaths is a man in his 30s
Of the deaths in the past day, Mr Andrews said one of the victims was a man aged in his 30s.
He didn't offer any more details, other than to say that the dead man was not a healthcare worker.
Another man in his 30s died earlier in the week.
The other deaths announced today included two men in their 70s, two men and three women in their 80s, and four women aged in their 90s.
Mr Andrews said six of those deaths could be linked, and were associated with aged care.
There are 636 Victorians in hospital with the virus, 44 of them receiving intensive care. Twenty-nine of those 44 patients are on ventilators.
Victoria has 998 healthcare workers who are active cases, an increase of 140 since Friday.
The percentage of people 'doing the wrong thing' is decreasing
Mr Andrews thanked Victorians and Melburnians for taking the pandemic seriously and following the rules, saying more people were at home when contact tracers came knocking.
"The percentage of people doing the wrong thing is coming down, which means more and more Victorians are doing the right thing, and that is critically important to making sure this strategy works," he said.
He said Victorian Police would continue to enforce the quarantine rules with "absolute determination".
"Victorian Police are out there and you will get a hefty fine. There is just no other way for us to bring these numbers down," he said.
Rate of new cases stabilising
Victoria's Chief Health Officer Brett Sutton said an average of about 400 to 500 new coronavirus cases had been confirmed in the state each day over the past week.
He said the rate of new cases was "not good enough", but added that the state had managed to avert an "exponential increase" in new cases.
"If we hadn't stabilised these numbers, we would have seen thousands of cases per day, and there are estimates that we've averted 20,000 or more cases by virtue of the stage 3 restrictions — but that hasn't been enough," he said.
"We can't have 500 cases every single day, and the associated morbidity, hospitalisation, intensive care requirements and debts that are associated with that number, every day."
Impact of new restrictions yet to be seen
Professor Sutton and Mr Andrews both agreed that the state's stage 4 restrictions had not yet been reflected in the new figures.
Mr Andrews said while the state was starting to see comparatively fewer new cases, the impact of stage 4 would not be reflected in new case numbers "for a little while".
"Stage 4 restrictions will make a difference, but we won't see them for another week or more," Professor Sutton added.
State's supply of PPE 'adequate'
Dr Sutton was asked by a reporter about claims that healthcare workers in the state are reporting shortages of personal protective equipment (PPE).
Mr Andrews insisted there were "adequate supplies" of PPE in the state, saying Victoria had 68 million gloves, 19 million surgical masks and 2 million face shields.
He gave credit to people in the state's healthcare system who worked "incredibly hard" to buy the PPE for the state despite high global demand.
He said additional orders of PPE were approved on Friday night.
