One man is already in custody in relation to the shooting but Detective Superintendent Grant Taylor said at least one other was involved and is now "at large".
Emergency services raced to a home at Queens Road, Connells Point after reports of up to five bullets fired about 5.50pm on Friday.
Police commenced first aid on a nine-year-old girl before ambulance paramedics arrived.
She was taken to the Sydney Children's Hospital at Randwick in a stable condition with injuries to her buttocks.
Taylor said the girl was with her mother and two siblings unpacking groceries from the car when a black BMW which was idling nearby drove up, a man exited and fired several shots in the direction of the family.
The mother and two other children were uninjured.
"What we will say is this, that premises, was definitely the intended target. An individual in that premises is known to us. Whether the children were the intended target is not yet known," Taylor added.
There was also a drive-by shooting on the same street last year in November. Taylor said police are investigating if the two are linked.
"Too early to determine its suffice to say there is some ongoing dispute or some altercation," Taylor said.
Taylor said the perpetrators are not bikie related however they are linked to organised crime.
"This incident is not related to any of the recent activity or shootings that taskforce Erebus is investigating," Taylor said.
"It is connected to criminal networks known to us."
Police carried out targeted vehicle stops and search operations of known members and associates of organised crime networks.
A 34-year-old man was located on Neville Street, Oatley, around 7.15pm last night and was arrested.
He was taken to St George Police Station where he was charged with one count of shoot at with intent to murder.
The man has been refused bail and will appear at court today.
A stolen red Mini Cooper was found parked on Annette Street, Oatley, and Taylor said it had been parked there for several days.
A stolen black BMW, the car which was seen driving up to the house prior to the shooting, was found burnt out on Annette Street.
