He is among six new cases of COVID-19 reported in the 24 hours to 8:00pm on Friday, with the other five being returned travellers in hotel quarantine.
"This case is under investigation and all close contacts have been contacted," a NSW Health spokesperson said.
The number of COVID-19 tests in the state has now passed 810,000, with a record number of 23,733 tests being done in the reporting period.
There are 58 cases of COVID-19 in NSW, none of whom are in intensive care and 2,784 who have recovered.
The latest locally acquired case follows a man in his 30s from south-western Sydney who was reported as a confirmed case on Monday.
Locally acquired term definition: For those in Victoria, this is the same as "suspected community transmission". That is, a case that somebody has picked up in the community which is not linked to a known cluster at the moment.
