More than 350 people have applied for the disaster payment this morning
Prime Minister Scott Morrison has said the federal government has processed more than 350 requests for its $1500 disaster payments from Victorians.
Speaking with Ray Hadley on 2GB, Mr Morrison repeated his statements this morning that he would be open to residents of other states and territories being eligible for the payments if it was requested by their governments.
Mr Morrison said he would leave Queensland Premier Annastacia Palaszczuk to explain her decision to close the border to NSW and ACT.
"These decisions should always be made with regards to [the health] advice," he said, adding that border controls were "not a replacement for having a strong health response".
"I think we've all got to be transparent about what the medical advice is because restrictions like this can have a real economic impact."
The Prime Minister said he commended Queensland health authorities on their contact tracing efforts, but denied the federal government held any responsibility for the security worker who travelled into the state, escaping hotel quarantine by allegedly presenting a letter on DFAT letterhead.
Speaking in light of the explosion in Beirut overnight, Mr Morrison said the year had been "quite a shocker".
"There's been a lot of heartbreaking news lately, Ray," he said. "2020 has been quite a shocker."

As we reported earlier today, the state at the centre of Australia's second wave is expected to announce it has recorded 725 new cases overnight, the highest national total of the pandemic.
NSW Premier Gladys Berejiklian is due to address the media at 1pm.
Federal government announces support for Victorian childcare

Federal Education Minister Dan Tehan has announced targeted support for the Victorian childcare sector, aiming to keep services open and available for parents.
Parents will have an extra 30 days of allowable absences for their enrolled children.
"That means if you're not in a position to be able to send your child to care, you can use those absences, providers can waive the gap fee so there will be no cost to you for keeping your child enrolled while you can't access child care for the next 30 days," Mr Tehan said.
"We want those parents to keep their children enrolled. Because we know, once we come out of this pandemic, they will need the care for their children so that they can go back to work."
He said services also had to remain available for parents who needed them to go to work during the current stage 4 lockdown.
Mr Tehan said services would be incentivised to waive the gap fees for parents but could not be forced to do so.
Childcare providers in Melbourne will also receive extra top-up funding worth 5 per cent of their revenue. This is on top of a 25 per cent transition payment provided to services nationwide under the shift from the government's rescue package to the regular subsidy model.
An employment guarantee for staff at childcare providers will be maintained and there will also be support measures for outside school hours care in Melbourne.
Victoria's ski resorts shut for the rest of the year

Ski operator Vail Resorts has announced the lifts at Mount Hotham and Falls Creek will not reopen this season.
"We are disappointed to mark the end of the season this way and extend our gratitude to our teams and the businesses in the local community who all worked incredibly hard to open this winter," said Pete Brulisauer, senior vice president of Vail Resorts Australia.
"We also want to thank our loyal guests for their patience and understanding. We look forward to welcoming them back to our resorts for the 2021 season."
An Antarctic blast dumped 12 centimetres of snow at Mount Buller on Tuesday where two lifts will operate until the end of Wednesday.
Not all is lost for regional Victorians keen to experience the few remaining delights of winter. Under stage three restrictions in regional areas, cross country skiing is permitted for people who live close to an area where it is possible, according to the Health Department's website.
Inner Sydney cluster grows to 30 cases
As we reported earlier, NSW has recorded 12 new cases today. Ten of these cases are connected to existing clusters, one is in hotel quarantine, and one is a locally acquired case with no known source.
Here is the latest breakdown on cluster sizes. There are now:
- 105 cases associated with Thai Rock Wetherill Park cluster (two more today)
- 58 cases associated with the Crossroads Hotel cluster
- 46 cases associated with the funeral events in Bankstown and surrounding suburbs, including 15 associated with Mounties in Mount Pritchard (six more today)
- 30 cases associated with the Potts Point cluster, including 24 cases linked to The Apollo restaurant cluster and 6 cases linked with the Thai Rock Restaurant Potts Point cluster (two cases attended both and are counted as Thai Rock cases, and two more cases from The Apollo were added today)
As we reported earlier this morning, a childcare centre in Sydney’s west is closed for cleaning today after a child attended while infectious.
The child attended the Kids Early Learning Academy on 29 July. They are the child or a previously reported case linked to the Mounties, Mount Pritchard cluster. The centre is closed for deep cleaning and contact tracing is underway.

NSW records 12 new cases, one with no known source

NSW Health has reported 12 new confirmed cases of COVID-19 in the 24 hours to 8pm on Tuesday.
Ten cases are linked to existing clusters: two to Thai Rock at Wetherill Park, two to The Apollo restaurant at Potts Point, and six are associated with the Bankstown funerals cluster.
One case was locally acquired with no known source and one of the new cases is a returned traveller in hotel quarantine.
Some 22,087 tests were carried out over that 24-hour period.
A total of 113 people are being treated by NSW Health, including nine people in ICU.

Ireland further delays reopening pubs after increase in cases
Ireland on Tuesday announced a fresh delay to the full reopening of bars, putting off a move to the final stage out of lockdown by three weeks while also tightening travel restrictions after new COVID-19 infections more than doubled in a week.
"I know that this will come as a blow to pub owners and I want them to know I have enormous sympathy for their plight," said Prime Minister Micheal Martin. "This virus is taking away their ability to earn a living, to provide a key service in the heart of many communities.
"But we are doing what we are doing to save lives and to give our society and economy the best chance we can to open safely and sustainably," he said, while also trimming Ireland's "green list" of travel destinations to 10 countries from 15.
People arriving in Ireland from Malta, Cyprus, Gibraltar, San Marino and Monaco will now be forced to self-quarantine for two weeks.
