Victoria has recorded seven new coronavirus cases and no further deaths, the state's Department of Health and Human Services says.
Melbourne's 14-day rolling case average is now 4.6, down from 5 yesterday.
Regional Victoria's rolling average remains at 0.2.
Melbourne's two-week total of cases with an unknown source, or "mystery" cases, has dropped from 10 yesterday to nine today.
Last Tuesday Mr Andrews flagged that retail and hospitality venues might be able to open sooner than planned.
However yesterday he warned Victorians not to "bank" on a significant easing of restrictions due to the latest outbreaks in Melbourne's north.
"Almost certainly we will get more cases out of these separate outbreaks, the key point will be [Sunday] and Monday and throughout the week, are they linked?
"If there are no linkages — if they're not linked in any way — then that speaks to the fact that there may be more virus in that northern part of the city than we would be comfortable with.
"It also speaks directly to the fact that if that is the case, then opening up can see case numbers explode.
"We have … in some respects, been in this position before, and we have to do everything we can to avoid that."
Mr Andrews said public health officials would assess the thousands of test results processed in the northern suburbs before reaching a final decision on what announcements would be made today.
'We need cash flow now': Melbourne businesses anxious for reopening
Melbourne businesses are nervously waiting to find out whether they can re-open in the coming week.
Lorraine Puller, who owns Bayside Shoes in Seaford in Melbourne's south-east, said her business could not survive much longer.
"We need cash flow now, we need it now, we can't wait any longer, we'll miss our summer, we missed our winter [season]," she said.
"Lock down certain areas if they had to, but not the whole area."
Owner and chef at Melbourne Reverie cafe, Pierrick Boyer, said hospitality should have re-opened in Melbourne a few weeks ago.
He said if restrictions were lifted earlier than expected, it would be hard to ramp up quickly.
"If we go from barely no business to back to normal, it takes time, effort, logistics, buying products," he said.
