Victorian Premier Daniel Andrews has announced 723 more cases and 13 deaths from coronavirus in the past 24 hours, both daily records since the pandemic began.

Pubs, cafes are a controlled environment, that's why they'll stay open in the Greater Geelong area
People's homes are not controlled environments.
"If the data said this was being transmitted in cafes, restaurants, pubs, we would shut them," the Victorian Premier said.
"Don't be in any doubt about that.
"But the public health team's detailed analysis of this number, this is not what the number tells us.
"I cannot rule it out in the future but I don't want to get to that.
"All of us, I'm sure, we can agree, numbers are low in regional Victoria and we want to keep them low in regional Victoria."

Victoria's R-number is stable
"When you have so many cases, even a R-eff at 1, that will continue to see your numbers ... relatively stable but not coming down," Premier Andrews said.
"The key point here is until we can get only every second or every third person infecting someone else, we will not see these numbers come down.
"It is relatively stable but still far too high for us to see these numbers fall."

'I'm obviously concerned: Andrews addresses community concern over surging case number
Mr Andrews was asked during the press conference, addressing the fear some in the community may over the surging case numbers.
"There would be significant concern across the community. And I'm obviously concerned to see these numbers increase," he said.
"It is not unexpected in some ways when you have got so many cases in private sector aged care, when you've got so many cases connected to big outbreaks in specific workplaces.
"I can understand people are concerned. We are all concerned as well. And that's why the central point, the most important point: You cannot go to work if you are sick.
"But at the same time we know what's driving at least a very large part, and a controllable part of this.
"Something we can actually influence. And that is patterns of behaviour, and people continuing to go to work with symptoms."

'Mystery cases are still too high'
"There are a number of positive cases in aged care, and therefore they are being reflected in these numbers," Premier Andrews said.
"The other issue around targeted testing, where there's been significant outbreaks, the more outbreaks, the more testing you do, you will find cases.
"There's not 700-plus community transmission cases.
"The community transmission number will be but a fraction of that.
"[Cases without a known source] is a much smaller number."

Home visits banned, trips to the pub are still fine
Mr Andrews said while it might seem counter-intuitive, hospitality business will be able to remain open in the newly announced lockdown areas.
However, people will not be allowed to have visitors at their homes.
The Premier said its might sound odd you can go to the pub but not a friend's place, but he said the data shows most of the transmissions are occurring in intimate settings.
"The data drives that decision. That's where the transmission is. It's not in cafes and restaurants, but it is, in small numbers, in people's homes. One family to another," he said.
"A group of visitors either getting it from a family that have got it and may not know, or vice versa. So, there can be no visitors to your home if you're in any of those local government areas that I have listed."

Premier Andrews is bringing in these new rules to 'jealously guard' low transmission in regional Victoria
"Both these decisions are on the advice of the Chief Health Officer.
"And I just want to explain where that advice comes from.
"We have low numbers in regional Victoria, and we want to jealously guard that.
"We want to keep those numbers low. These are preventative steps, they're an abundance-of-caution approach, if you like.
"It will be inconvenient for some, but at the end of the day, keeping those numbers very, very low is about protecting public health, protecting vulnerable people, protecting every family, but also protecting the economic benefits that also come from having regional Victorian case numbers very low."

Daniel Andrews highlights the issues with people not staying at home.
Premier Daniel Andrews has told a story of one person who was positive with COVID-19, who was found to be at work.
"Now, I don't want this to be seen as criticism or blame, but I'm obliged to point out that there were a number of people who were not home.
"They will be referred to Victoria Police.
"There were also a number of other people who, when there was a discussion, the person that the ADF and the Health Department, as a joint team, were looking for.
"The person who has a confirmed diagnosis having coronavirus, they've got a positive test, they weren't home, but a family member was, and the family member helpfully pointed out that that person, a positive coronavirus case, was, in fact, at work."

New restrictions for regional Victoria
From 11:59pm tonight restrictions will come into force in parts of regional Victoria including:
- Greater Geelong
- Surf Coast
- Moorabool
- Golden Plains
- Colac-Otway
- Borough of Queenscliffe
No visitors, no weddings or funerals.
Residents in these areas can still visit restaurants and cafes, attend community sport and visit gyms.
From midnight Sunday, face coverings will be mandatory in ALL of Victoria.
159 of the 255 confirmed coronavirus cases in regional Victoria have been in the above six local government areas.

Australia's deadliest day with 13 more fatalities in Victoria
Mr Andrews gave the breakdown of those who have lost their lives in the last 24 hours due to coronavirus.
Three men and three women in their 70s. Three men and two women in their 80s. Two men in their 90s.
"We send our condolences, our best wishes, our thoughts and prayers to those families. This will be incredibly challenging," Mr Andrews said.

Latest on fines and infringements in Victoria
Victoria Police have issued another 88 fines for suspected breaching the Chief Health Officer directives in the last 24 hours.
Eleven were issued at vehicle checkpoints and 26 were issued to people not wearing a mask.
A number of the fines were issued after people still refused to wear a mask after being offered one from police or other authorities.
Examples of people fined at checkpoints include four people from Wyndham who were caught travelling to Geelong from Melbourne to go fishing.
Six men were found in short term rental property in Mornington Peninsula.
They were all issued a fine after telling police they were there for a work meeting, however when police arrived they were drinking alcohol and watching television.
And a man was fined for travelling from Dandenong to South Yarra to get a coffee.

Good morning fellow Queenslander.
Yes, Health Minister Steven Miles did mention the two cases from Sydney's Apollo Restaurant.
The pair have self-isolated when they knew the restaurant was an area associated with a know cluster.
"They had chosen to self-isolate and I thank them for that decision. It has kept Queenslanders safe," he said.

Dr Young said she's worried where the person who is not co-operating with police has been over the past week
"I am very concerned about the second individual who has not been cooperative and has not shared with us where she has been," she said.
"So we have not been able to contact those venues and we will continue to work with that individual and hopefully get information.
"That is why I am saying that people should be very cautious if they have got any symptoms at all, doesn't matter where they live, in Brisbane, or indeed anywhere in the state, this is the time to get yourself tested."
