South Australians will not be able to return to their home state from Victoria unless they are essential travellers, starting at one minute past midnight tonight.
Key points:
- Only essential travellers will be able to enter South Australia from Victoria
- Even South Australian residents in Victoria will not be allowed to return home
- New limits will also be applied to gatherings of people in South Australia
It's among a raft of new restrictions designed to prevent Melbourne's surging coronavirus crisis spreading west into the neighbouring state.
The laws will take effect this evening after Victorian Premier Daniel Andrews on Monday announced 549 new cases of COVID-19 in the state.
Here is a run-down of the new restrictions and how they might affect you:
What are the new restrictions?
Earlier this month, South Australia imposed a "hard border" that prevented Victorian residents from entering the state unless they were deemed essential travellers.
South Australians have been allowed to return home since then, but have had to quarantine for two weeks and undergo two mandatory coronavirus tests.
As of 12:01am Wednesday, the border is becoming harder, with South Australian residents who are staying in Victoria barred from returning to SA unless they are essential travellers.
However, people will still to be able to enter South Australia from other states from that time.
Those entering from New South Wales and the ACT will still have to quarantine and undergo mandatory testing.
International arrivals must undertake two weeks of mandatory hotel quarantine at their own cost.
How many people can gather in SA?
A series of new limits on the number of people who can gather in groups in South Australia also come into place just after midnight.
Among them will be a cap of 100 people on funerals and weddings.
Gatherings in private homes will be limited to a maximum of 50 people.
Businesses must continue to maintain a limit on the number of patrons to ensure no more than one person per two square metres is in a place at one time.
The limit applies to patrons but not to staff members.
Who is an essential traveller?
Essential travellers to South Australia include essential skills workers and people entering the state on compassionate grounds, such as to attend a funeral or visit a dying relative.
Those wanting to apply for essential traveller status will need a letter confirming the reason for the application — such as from an employer or funeral home.
Anyone seeking to come into the state is asked to first fill out an online cross border travel application.
But, if they cannot do so ahead of time, their application will be processed at the border.
How are border communities affected?
People who live within 40 kilometres of either side of the border will be eligible for Cross Border Community Status.
Those community members will only be allowed to cross the border for employment or education, to provide or receive care, or to obtain food, supplies or medical care.
A South Australian with Cross Border Community Status who travels more than 40 kilometres into Victoria must complete 14 days quarantine on return.
However, a Victorian with the status must not travel more than 40 kilometres into South Australia.
"For example, cross border community members will no longer be allowed to travel between Portland and South Australia.
"Affected cross border community members are strongly advised to consider their need to travel and make new arrangements immediately."
