Submissions made to Victoria’s inquiry into breaches of hotel quarantine show officials had to deal with unruly guests and undisciplined security staff.

A statement has been lodged from an un-named Department of Jobs worker,  who was a site manager at the Stamford Hotel, the Travelodge Docklands and the Marriott in Melbourne.

The document shows one traveller at the Travelodge threw food and containers into the hotel corridor.

It also reveals that there were disagreements between security guards and DHHS staff over how the guards were using PPE.

Workers hired by MSS Security are alleged to have not practised social distancing - with 70 or so people in a room at once – and failed to use gloves.

The document also shows guards were in close contact with each other when they finished their shifts.

There were also concerns raised about poor infection control practices by MSS Security guards – including after toilet breaks.

The worker – known as ‘CCOC’ – said in the statement that being site manager did not include overseeing hotel operations, or cleaning or security or compliance with directions.

The inquiry is continuing today, hearing evidence from Simone Alexander from Alfred Health, which was brought in initially in April to provide over-the-phone well-being checks with hotel guests.

Its role was expanded to include infection control and other clinical requirements.

“I would say there’s a definite benefit in having a very comprehensive clinical-based level of expertise,” Ms Alexander told the inquiry.

Counsel Assisting the inquiry, Ben Ihle, outlined the confusion and lack of cohesion between agencies, public and private, in the early days of the program which was put together under “extreme time pressures”.

  

There is nothing to suggest any lack of good faith or effort on the part of anyone involved.

  

“However the evidence also tends to suggest that those tasked with the job were not always the people with the right skill set or resources.

  

The inquiry is continuing.
