Under the "single social bubble" rules, a single person can only visit the home of their nominated friend if that nominated friend is home alone at the time.
But people with intimate partners are allowed to visit one another even if there are other household members at each home.
When asked to confirm that the rule remained different for the single social bubble, Mr Andrews said "that is the advice at this stage".
He said the single bubble was "different" to the intimate partner rule because it will be extended to a large group of people and was being introduced at a "different phase" of the pandemic.
He said authorities had decided against changing the rules for intimate partners, but introducing the extra restriction for the single social bubble, which was "a new thing".
Mr Andrews said the rule should encourage single-person and single-parent households to match up with someone else who was also living alone.
"It's about trying to connect without dramatically changing the risk profile," he said.
"The notion of a person going into a very large household when they previously could not do that … there is a risk. So as much as possible, we would want that to be a single person, connecting with somebody else, one to one, where they can get some of the dividend of being able to see other people.
"I think some of the comparisons with intimate partner provisions, they don't really hold up."
