Albanese calls for JobKeeper, JobSeeker cuts to be delayed

Opposition Leader Anthony Albanese has called on the Federal Government to delay cuts to the JobKeeper and JobSeeker payments.

Mr Albanese spoke in Sydney on Saturday morning and said with few jobs available, the government needed to maintain the payment levels to give people a liveable income.

"What we need to do is to not have circumstances whereby the Government is saying there will be an additional 400,000 people unemployed between now and Christmas. That's not a time to be making these cuts," Mr Albanese said.

"These cuts will take place, of course, after this month. And before parliament sits again.

"And that withdrawal of economic support doesn't make any sense, given the government's own logic when it implemented JobKeeper after a significant campaign for wage subsidies, and JobSeeker, it also required a considerable campaign.

"On JobSeeker, the government is still not providing certainty for people of what the old Newstart Allowance will be.

"And, quite clearly, $40 a day isn't enough. The government's acknowledged that, and it's about time that the Government came up with its policy of what the rate should be."

England brings in more local restrictions as COVID-19 rate soars

London: The spread of the coronavirus is accelerating across all parts of England with one study suggesting cases were doubling each week, fuelling concerns further public restrictions could be needed just days before a ban on gatherings comes into effect.

On Friday, the government brought in new limits on households meeting up in Birmingham, England's second biggest city, and some surrounding areas, where the number of COVID-19 infections has been increasing significantly.

It is the latest area of England to introduce stricter lockdown measures, with the rising number of cases prompting Prime Minister Boris Johnson to announce earlier this week there would be new restrictions on social gatherings, saying there was a clear need to act.

From next Monday, gatherings of more than six people will be banned in England, after the number of new coronavirus infections across the United Kingdom edged up to around 3000 a day, from less than a third of that number a month ago.

Service NSW rolls out statewide venue check-in via app

NSW residents can use the Service NSW mobile phone app to check into venues across the state, under changes aimed at making it easier to trace possible contacts of COVID-19 cases.

An updated version of the state government agency’s app, used by about 2.2 million people, includes a QR code scanner that stores the location and the time of the user’s visit to the hospitality venue or Service NSW centre.

“The app is safe, easy to use and helps NSW Health officials contact customers quicker in the event of a COVID-19 outbreak by providing them with more accurate records," NSW Customer Service Minister Victor Dominello said in a statement on Saturday.

“The check-in automatically captures the date, time and location, and securely stores them on a NSW government database for the sole purpose of contact tracing. After 28 days, the data is destroyed. ”

Mr Dominello said the government was encouraging businesses to adopt the QR code system as it would help them comply with their obligations under public health orders.

The changes to the app are being rolled out across the state after about 400 businesses in Dubbo and Sydney took part in a successful trial earlier this year.

Delirious patients shouting and roaming in hospital wards have been linked to super-spreading of coronavirus at Melbourne hospitals, as the state continues to grapple with the infection of hundreds of healthcare workers.

Infection prevention staff investigating cases at the Royal Melbourne Hospital and Western Health, which includes Footscray and Sunshine hospitals, have exclusively told The Age that they believe multiple cases of COVID-19 could have been linked to the behaviour of confused patients.

"We would call them mini super-spreading events," said Dr Marion Kainer, head of infectious diseases at Western Health.

"If a patient is shouting, screaming, kicking or vomiting they are probably expelling a lot more virus particles in the air, and that means that they are more infectious.

"Aged care wards is probably where we have had more challenges. Occasionally it will be mental health issues or substance abuse, but the vast majority would be people who were in delirium or confused."

Couple attempting weekend escape among those fined by Victoria Police

A man and woman trying to get away for a weekend escape on the Mornington Peninsula are among those fined by police for breaking COVID-19 restrictions.

There were 109 fines handed out by Victoria Police in the 24 hours up to 8.30am on Saturday.

Another man was caught travelling 45 kilometres between Ascot Vale and Keysborough to “pick up a mattress he found cheap on Facebook”, according to a Victoria Police spokeswoman.

Two women were fined for police for being at the Tarneit Railway Station without a valid reason.

Twenty people were fined for not wearing a mask while away from their home, while 36 people were given a $1652 infringement for breaching Melbourne’s 8pm to 5am curfew overnight.

There were 2053 vehicles stopped at checkpoints on Friday, with five fines handed out by police at these locations.

Brett Sutton to face hotel inquiry as commander says she didn't know who was in charge

Victorian Chief Health Officer Brett Sutton, Emergency Management Victoria boss Andrew Crisp and police chief Shane Patton will front the state inquiry into the hotel quarantine program next week.

Professor Sutton, Mr Crisp and Mr Patton will be joined by former Victoria Police chief commissioner Graham Ashton and former Emergency Management commissioner Craig Lapsley as the inquiry also moves to hear evidence from the state controllers leading the response to the COVID-19 pandemic.

The star line-up was confirmed on Friday afternoon after a Health Department leader was forced to concede that not even she had a clear idea of who was in charge of the hotel quarantine program.

As commander of Operation Soteria, Merrin Bamert was responsible for the day-to-day management of the program.

Confusion about who was in charge has emerged as one of the critical issues identified by the inquiry, with multiple departments and agencies muddying lines of command and responsibilities.

Dr Fauci predicts US will need to wear masks, maintain social distancing throughout 2021

Dr Anthony Fauci, the government's top infectious disease expert, said Friday that normal times won't replace America's long coronavirus nightmare until deep into 2021, explaining that it will take months to widely administer a vaccine.

The 79-year-old immunologist said he continues to expect a vaccine to be available by the beginning of 2021.

"But by the time you mobilise the distribution of the vaccine and get a majority or more of the population vaccinated and protected, that's likely not going to happen until the end of 2021," Fauci told MSNBC.

"If you're talking about getting back to a degree of normality prior to COVID-19, it's going to be well into 2021, maybe even towards the end of 2021."

Dr Fauci later told CNN he expected masks and social distancing was also likely to continue throughout 2021.

He also raised his concerns about reopening indoor dining as the weather cools.

"Being indoors absolutely increases the risk," Fauci told MSNBC.

"I am concerned when I see things starting indoors, and that becomes more compelling when you move into fall and winter season."

On Wednesday, New York Gov. Andrew Cuomo gave the green light for New York City restaurants to serve patrons inside starting at the end of September.

NSW records 10 new cases as state welcomes pandemic strategy talks

NSW recorded 10 new cases of COVID-19 overnight as federal and Victorian officials travelled to Sydney to observe the state's contact tracing efforts.

Two of the new cases were linked to the Eastern Suburbs Legion Club in Waverley, taking that cluster to five.

NSW Deputy Chief Health Officer Jeremy McAnulty said the department was working with the club to establish which members had attended the venue at the same time as the cases.

"Contact tracing and investigations into the source of the original infection are continuing," he said.

It comes as Chief Scientist Alan Finkel and a Victorian team study the "gold standard" contact tracing effort being done in NSW.

Of the 10 new cases, one was confirmed in a close contact of a case connected to Liverpool Hospital’s emergency department.

However, the hospitals' cluster remains at 14 cases, after one previously confirmed case in a worker from Concord was excluded following further investigations.
