Victorian Jobs Minister to front hotel quarantine inquiry

Jobs Minister Martin Pakula will front Victoria’s hotel quarantine inquiry next week.
The senior MP revealed this morning he has been asked give evidence next Wednesday – the same day as Premier Daniel Andrews.
The inquiry has so far heard Mr Pakula’s Department of Jobs, Precincts and Regions was responsible for contracting the private security companies who worked in hotels and organising the hotels that hosted guests.
He told reporters he believed those roles of his department had already been made clear during the inquiry.
“If I’m asked any questions about that at the inquiry next week, I’ll provide clarity if any more clarity is required,” He said.
Mr Pakula, who is also the minister for industry supporting during the pandemic, also flagged that hospitality venues in metropolitan Melbourne could follow regional Victoria’s lead in expanding beyond the limit of 10 people seated outdoors if numbers drop. Regional pubs, restaurants and cafes can now host up to 20 people inside and 50 outside after moving to stage three of the road map out of restrictions.
“Whilst that’s the rule for regional Victorian, following the trend in numbers, if the downward trend continues, that night in fact be amended when we get to metropolitan Melbourne’s third phase,” he said.
“I’ve got no doubt that in metropolitan Melbourne as well they would love as many as possible indoors, but we need to do this in a slow and steady way and the best way to get back to higher numbers of dining indoor will be to get these numbers down as low as possible.”
NSW follows Victoria with outdoor dining focus
After Victoria announced a $100 million plan to promote outdoor dining in Melbourne this summer, the NSW government has assembled a taskforce to see how similar plans could work in its own state.
Customer Service Minister Victor Dominello said the coronavirus pandemic had "made indoor spaces less amenable to socialising".
"We’re at a point where we need a cultural transformation to breathe life back into hospitality businesses and it makes sense to take advantage of NSW’s great climate and superb hospitality offerings, while adapting to a world where COVID transmission remains a risk," he said.
Individual local governments are set to lead the initiative.
Planning Minister Rob Stokes said the taskforce would be working on an easy application process for venues to apply for outdoor licensing and permissions.
NSW, Queensland to give updates this morning
NSW Premier Gladys Berejiklian, Jobs Minister Stuart Ayres and Chief Health Officer Kerry Chant will give a coronavirus update and make an announcement about major events in the state at 11am today.
It is understood they will be announcing an increase in the cap on attendees at stadium events, such as October's NRL grand final.
But before that, Queensland Deputy Premier Steven Miles will be giving his state's coronavirus update at 9.45am.

WHO warns of COVID-19 momentum as winter looms in north
The World Health Organisation warned on Wednesday that COVID-19 is spreading at a worrying pace in some parts of the northern hemisphere, a few months away from the winter influenza season.
"We are starting to see worrying trends in some countries," Maria Van Kerkhove, WHO technical lead for COVID-19, said during a social media webcast.
"We are seeing increases in hospitalisations, in intensive care units, particularly in Spain, France, Montenegro, Ukraine and some states of the United States. That is worrying because we have not seen the flu season yet."
Van Kerkhove also said hospitalisations of people aged 15-49 infected with COVID-19 were increasing in several countries.
'Zombie jobs': OECD pushes back date of Australian recovery

Australia's economic recovery from recession has been pushed back a year by Victoria's lockdowns to stop the spread of the coronavirus, with warnings young people could be trapped in "zombie" jobs if governments fail to embrace bold structural reforms.
The OECD overnight released new economic forecasts predicting the Australian economy will not get back to its pre-coronavirus level until 2022 while warning of long-term impacts from the pandemic.
The Paris-based think tank upgraded its Australia forecast for 2020, saying it now expects the economy to contract by 4.1 per cent rather than the 5 per cent it had predicted in June. But it slashed its forecast for 2021 by 1.6 percentage points, tipping a tepid 2.5 per cent expansion.
The forecasts mean the economy won't be back to its pre-virus level until early 2022. Only two other nations, France and Italy, had larger downgrades to their 2021 forecasts.
Victorian opposition say motion of no confidence is not a stunt

Victorian opposition leader Michael O'Brien says his party's plan to move a motion of no confidence in Premier Daniel Andrews this morning is not a political stunt, insisting his party has been "inundated" by messages from Victorians asking for the Premier to be removed.
If passed – which almost certainly won't occur – the house would be dissolved within eight days and an election would be called.
"No, this is a parliamentary procedure [not a stunt]. We have been inundated by people who are at their wit's end, people who are desperate, people who have lost relatives, people who have lost businesses, people who have lost hope," Mr O'Brien told reporters.
"They want hope again, and we're not going to have hope with Daniel Andrews as the Premier ... Victorians just don't trust him."
The motion will almost certainly be voted down as Labor MPs outnumber the opposition by 11 seats in the lower.
However, Mr O'Brien said Labor MPs should not ignore Victorians' struggles since the second wave of coronavirus escalated in July.
"It's time for the Parliament to do its job and to decide if they still have confidence in Daniel Andrews to lead this state," the opposition leader said.
"That's why it's going to be a question for every Labor MP to look to their own conscience, talk to their own community, to decide if they want to protect Dan's job or they want to protest their community's jobs."
The Liberals will move the motion early in today's sitting, about 9.30am. You can stream proceedings on the Victorian Parliament website.
This is the opposition's one shot at removing the Premier via Parliament – they are only allowed to move one motion of no confidence every parliamentary term.
Victoria records just 28 new cases
Victoria has recorded just 28 new coronavirus cases in the latest 24-hour reporting period, placing Melbourne's 14-day average even further under the all-important 50-case mark.
Sadly, the state also recorded eight additional deaths.
It's the lowest daily new case tally in almost three months.
The last time Victoria recorded a daily case figure below 30 was on June 24 when 29 new cases were reported.
While the daily case number has dropped by a third from yesterday to today, the latest figure on the number of mystery cases over a 14 day period has actually increased by two from yesterday to today.
That number needs to be less than 5 by the end of October for curfew and the 5km radius rule to lift.
