Higgins tweeted she received a concerns notice from the former defence minister over an Instagram story.
Higgins said she is now considering her own legal options. 9news.com.au has approached Reynolds' office for comment.
A concerns notice is the first step of any prospective defamation action.
Higgins hit out at the Senator on Tuesday on Instagram, calling on Reynolds to stop "harassing" her.
Higgins was a staffer for Reynolds at the time she alleges she was raped by fellow worker Bruce Lehrmann in the then-defence minister's office.
Lehrmann was charged over the allegations, but his trial was aborted due to juror misconduct with no findings made.
A second trial was discontinued over concerns for Higgins' wellbeing.
Lehrmann has always maintained his innocence.
