Victoria has recorded 35 new coronavirus cases and seven further deaths overnight, taking the state's COVID-19 death toll to 730.
It's the second time the state has recorded a daily tally under 40 in three consecutive days — 37 new cases were recorded on Saturday and 41 were recorded yesterday.
The 14-day daily case averages reported yesterday were 56.9 in metropolitan Melbourne and 4.1 in regional Victoria.
More details about the new cases, and the latest official 14-day averages, are expected to be released later today.
Australia's Deputy Chief Medical Officer Nick Coates said while restrictions were working to drive cases down, there were too many cases with an unknown source.
"[Stage 4 restrictions] are clearly having the desired effect, that light at the end of the tunnels growing bigger by the day," he told ABC News Breakfast this morning.
"But 20 cases yesterday that have as yet been unlinked. That is still a number that's too high.
"We need of course for everybody with symptoms in Melbourne and indeed Victoria to get themselves tested so we understand the transmission links and the public health unit can shut them down."
Some coronavirus rules across Victoria have been relaxed this morning under the first step of the "roadmap" out of restrictions.
Playgrounds across the state are allowed to reopen, and Victorians living alone are allowed to form a "single social bubble" with one other person.
In metropolitan Melbourne people are also now allowed to spend up to two hours per day outdoors for exercising or recreation.
Regional Victorians can now have public gatherings of up to five people from up to two households.
In order for metropolitan Melbourne to progress to the next stage of the roadmap, slated for September 28, the average daily case rate must drop to between 30 and 50.
The trigger points for regional Victoria's next step are a 14-day average below five and no "mystery" infections with an unknown source for two weeks.
