Melburnians will be restricted to travelling no more than 25 kilometres from their homes as part of new eased restrictions to come into effect from Friday.
The government is set to ease lockdown restrictions as planned on Thursday, barring any unexpected mystery cases.
A source close to the state government, who spoke on the condition of anonymity as they were not authorised to speak publicly, confirmed the new bubble rule to The Age on Tuesday evening.
The distance will prevent Melburnians from regional travel for the upcoming Queen’s Birthday long weekend.
Senior cabinet ministers met on Tuesday night to work through plans and will meet again on Wednesday morning to finalise the details that will be announced later in the day.
Government sources say metropolitan Melbourne will probably move to settings similar to those now applying in regional areas.
It is likely masks will still be required indoors, density caps will apply at venues and limits will apply to household and outdoor gatherings.
Students are expected to return to schools next week and regional restrictions are also expected to ease further.
It comes as Victoria recorded two new local cases in Victoria on Tuesday, one linked to the West Melbourne outbreak and one to the Arcare outbreak. Four people across the local outbreaks have recovered leaving 77 active cases remaining in the state.
Health authorities revealed on Tuesday that the genomic source of the West Melbourne outbreak involving the Delta variant of COVID-19 was a man who completed hotel quarantine in Melbourne in May, although how it jumped into the community is not known yet.
Maeanwhile, more students and families from North Melbourne Primary School were been sent into 14-day isolation following Monday’s new positive case at the school, as health authorities seek to put “a ring of steel” around the city’s West Melbourne cluster.
Parents and carers who were previously categorised as lower risk, tier-two contacts learned via a late-night text message from the Department of Health that they had been identified as close contacts of a child who has tested positive to coronavirus, and may have been exposed to the virus between May 25 and 27.
As of Tuesday there were about 5500 primary close contacts quarantining, with about 350 released from their quarantine on Monday following negative test results.
When including four overlapping cases, 32 total cases are linked to the City of Whittlesea outbreak, 31 to Port Melbourne, 10 to Arcare Maidstone, one to Blue Cross and 15 to West Melbourne.
There are 15 cases of COVID-19 in hotel quarantine.
